Setting the position for polygon and raster layer labels

The Offset determines the location of the label's anchor relative to the centroid, not the alignment of the label's text relative to the label's anchor. To change the alignment of the text, change its style (see Setting label representation).

In the Label Tool window, click the Area Options tab.
In the Vertical list, type or select the value representing the vertical offset of the label relative to the centroid of the area. In the list, select the measurement unit.
In the Horizontal list, type or select the value representing the horizontal offset of the label relative to the centroid of the area.
Select Keep equal to keep the vertical and horizontal offset the same distance. Clear the check mark to keep the offsets independent of each other.
